Der Tagungsband beschäftigt sich mit den sicherheitsrelevanten Rechtsproblemen der Ostsee. Die einzelnen Beiträge erläutern aktuelle Rechtsfragen der Gefahrenabwehr auf See. Insbesondere werden die Gefahren des weltweiten Terrorismus und dessen tatsächliche und rechtliche Auswirkungen besprochen. Hierzu gehören die verschärften Kontrollmechanismen im EU-Schiffsverkehr (ISPS-Code), die Absicherung der Häfen und der Transportwege sowie die Verteidigungsmöglichkeiten im Ernstfall.
