Zusammenfassung

Wie kann ein Klimaschutzgesetz effektiv zur Begrenzung der globalen Erderwärmung auf unter 2° C beitragen? Antworten auf diese Frage gibt das Werk, indem es völkerrechtliche Verpflichtungen analysiert, das britische und das deutsche Klimaschutzgesetz mittels eines auf das Umweltrecht angepassten Funktionalismus vergleicht, die Effektivität dieser Gesetze mit Blick auf das Erreichen ihrer Ziele und die Implementierung bewertet und schließlich Verbesserungsvorschläge erarbeitet und zusammenfasst. Neben der Verzahnung mit einem konkreten Emissionsbudget oder beispielsweise der Einführung finanzieller Sanktionsmechanismen wird jedoch gerade die politische Priorisierung entscheidend sein.
