Zusammenfassung

Diese Studie analysiert die Umsetzung der Responsibility to Protect (R2P) und die Herausforderungen von humanitärem Völkerrecht in der Demokratischen Republik Kongo. Sie untersucht die Rolle der Force Intervention Brigade im Rahmen des R2P, die Verantwortung bei der Verletzung des IHL unter UN, truppenstellenden Nationen und DRC sowie mögliche Hilfestellungen für die Opfer. Ein wichtiger Beitrag ist die Interpretation der UN-Sicherheitsratsresolution 2098, welche die MONUSCO und die Brigade ermöglichte sowie alle drei R2P Säulen erfüllt. Ebenso werden Wiedergutmachungsmechanismen aufgeschlüsselt sowie innovative Ideen vorgeschlagen, wie die eines Opferentschädigungsfonds, der die Wiedergutmachung und die Wiederaufbaumaßnahmen verknüpft.
