Zusammenfassung

Um die Partizipation nationaler Parlamentarier an internationalen Verhandlungen zu institutionalisieren, wurden Transnationale Parlamentarische Versammlungen im institutionellen Design Internationaler Organisationen gegründet. Medien und Öffentlichkeit schenken diesen Institutionen wegen ihrer beschränkten Kompetenzen aber nur wenig Aufmerksamkeit. Warum ver(sch)wenden nationale Parlamentarier dennoch ihre begrenzte Zeit und Energie darauf, sich in Transnationalen Parlamentarischen Versammlungen zu engagieren? Am Beispiel der Parlamentarischen Versammlung des Europarates untersucht die Studie Motivation und parlamentarisches Verhalten nationaler Parlamentarier aus 47 Mitgliedstaaten anhand von drei eigenen Datenerhebungen – Interviews, Online-Umfrage und Dokumentenanalyse.
