Zusammenfassung

Der Europarat leistet einen wichtigen Beitrag im Antiterrorkampf, der bislang in der Wissenschaft ein Schattendasein führt. Daher untersucht der Autor nicht nur die Gesamtstrategie, sondern auch die Einzelmaßnahmen des Europarats unter besonderer Beachtung ihrer menschenrechtlichen Dimension. Durch den verstärkten Antiterrorkampf der EU seit 2001 konnte der Grad der gegenseitigen Beeinflussung der beiden Organisationen auf diesem Gebiet rechtsvergleichend untersucht werden. Ob die Strategie vergleichbar ist, inwiefern die Menschenrechte im Antiterrorkampf gleichermaßen geschützt werden und was sich hinter den Konventionen, Rahmenbeschlüssen und Terrorlisten verbirgt, wird umfassend analysiert.
