Summary

The International Union of Penal Law (Internationale Kriminalistische Vereinigung – Union Internationale de Droit Pénal) was an important professional association of crime experts and policymakers in Europe of the Belle Époque. Founded in 1889 by three Criminal Law Professors – Franz von Liszt of Germany, Adolphe Prins of Belgium and G.A. van Hamel of Netherlands – the Union established the principle that crime and punishment must be analyzed from both „the sociological as well as the legal standpoint” (Article 1 of the Statute). The volume examines the development and impact of major national branches of the Union, whose core ideas continue to shape modern crime policies in Europe.
