Summary

Während der vergangenen 15 Jahre ist das Konzept der Verwaltungskultur auf wachsendes Interesse in der Verwaltungswissenschaft und -praxis gestoßen. Nicht nur die rechtliche und organisatorische Struktur, also die "hardware", bestimmt das Bild der öffentlichen Verwaltung. Um eine Verwaltung gründlich zu verstehen, muss man ihre "software" kennen, das sind Orientierungsmuster aus ungeschriebenen Normen, Werten und Traditionen. Die Kenntnis der jeweiligen Verwaltungskultur ist wesentlich für eine erfolgreiche Zusammenarbeit zwischen verschiedenen Verwaltungsinstitutionen und zwischen Bürger und Verwaltung. Die Nichtbeachtung des kulturellen Hintergrundes führt häufig zu Missverständnissen. Dieses Buch versucht Verwaltungskultur konzeptuell und methodisch zu erschließen. Außerdem beschreibt es die Verwaltungskulturen in neun europäischen Ländern: in den "alten" und "neuen" EU-Mitgliedsländern sowie in der Türkei.
