Summary

Wie sollen die Regeln für Entscheidungsprozesse gestaltet werden und wie sollen Institutionen aussehen? Diese Arbeit trägt zur Beantwortung dieser übergeordneten Frage bei, in dem sie auf kommunaler Ebene ökonomische, fiskalische und politische Effekte von Institutionen mit empirischen Methoden der Kausalanalyse untersucht. Sie ist damit Teil eines Gebiets, das innerhalb der ökonomischen Forschung an Bedeutung gewinnt: der empirischen Analyse von Kommunen. Die Analyse ermöglicht in der Regel robustere Aussagen als Länderanalysen, da Kommunen in einem vergleichbaren institutionellen Rahmen operieren und Reformeffekte klar identifiziert werde können. Der Autor analysiert verschiedene Dimensionen im Detail, u.a.: Welche Effekte ergeben sich für Steuersätze und Ausgaben, wenn der Bürgermeister direkt vom Volk statt vom Gemeinderat gewählt wird? Wie hängen Wahlentscheidungen für Bürgermeister und Gemeinderat zusammen? Welche Rolle spielt die Verschuldung für die Finanzierungskosten von Gemeinden?
