Zusammenfassung

Die Versorgung der Bevölkerung mit bezahlbarem Wohnraum stellt für Kommunen eine Herausforderung dar. Viele Städte und Gemeinden haben kooperative Baulandmodelle eingeführt, durch die der Vorhabenträger an den Kosten und Lasten der Wohnbaulandentwicklung beteiligt wird und sich dazu verpflichtet, sozial geförderten Wohnraum zu errichten. Die Arbeit zeigt mögliche Regelungsinhalte von städtebaulichen Verträgen auf und untersucht deren rechtliche Grenzen. Zudem wird das neue Instrument des sektoralen Bebauungsplans zur Wohnraumversorgung beleuchtet und dessen Einfluss auf die Entstehung bezahlbaren Wohnraums. Die Arbeit adressiert Mitarbeitende der Bau- und Rechtsämter der Kommunen, Rechtsanwälte sowie Vertreter von Planungsbüros.
