Die Arbeit analysiert den Europäischen Post- und Fernmeldeverein, der im Oktober 1942 in Wien unter der Führung der Achsenmächte gegründet wurde. Sowohl der technokratische Internationalismus als auch der Propagandabegriff „Neues Europa“ fanden dort Anknüpfungspunkte. Die deutsche Postverwaltung nutzte die Union, um die deutsche Postnorm auf innereuropäische Postdienste auszudehnen und die deutsche Vormachtstellung im neuen Posteuropa zu sichern. Nach dem Krieg wurde in Ost- und Westeuropa in den späten 1950er Jahren jeweils eine regionale Postorganisation gegründet. Der Inhalt der angestrebten Standardisierung unterschied sich kaum, die Art der Standardfindung in einem demokratischen und einem autokratischen Europa schon.
