Zusammenfassung

Die Energiewende erfordert neue Stromnetze. Die Netzregulierung zielt jedoch bisher vor allem darauf, die Kosten bestehender Netze zu senken. Es wird untersucht, ob und wie die Regulierung die neuen Herausforderungen aufgreifen kann.

Dies erfolgt am Beispiel der Netzintegration dezentraler Erzeugung (DE) und anhand von Fallstudien zu Großbritannien und Dänemark. Die Untersuchungsfrage wird für verschiedene Regulierungsaufgaben betrachtet: Anschluss und Integration von DE sowie Netzinnovation und -transformation.

Die Liberalisierungsliteratur geht davon aus, dass zusätzliche Ziele in den Markt- und Regulierungsrahmen durch Preissignale integriert werden können. Dagegen wird von anderen Autoren, die sich auf die evolutorische Ökonomik berufen, argumentiert, dass Innovation und Systemtransformation Governance-Ansätze erfordern, die den Preismechanismus ergänzen, um einen System-lock-in zu überwinden und um Innovationsprozesse zu koordinieren.

Vor diesem allgemeinen Hintergrund zeigt die Untersuchung einerseits das Potenzial des Standardmodells der Regulierung, neue Ziele zu verfolgen, ebenso wie die Notwendigkeit, dabei nicht nur auf zusätzliche ökonomische Anreizinstrumente zu setzen.
