Zusammenfassung

Vertragsreformen und Vertragswirklichkeit haben den Prozess der Ernennung des Präsidenten der Europäischen Kommission stark verändert. Kontinuierlich jedoch wurde das Verfahren der Auswahl politischen Führungspersonals auf europäischer Ebene als intransparent bezeichnet. Auch wissenschaftliche Analysen von Selektionsprozessen fehlen größtenteils: da zumeist lediglich hochrangige Akteure Kenntnisse des Verhandlungshergangs besitzen, sind Informationen schwer zugänglich.

Profile politischen Führungspersonals haben jedoch einen großen Einfluss auf den politischen Prozess. Charakteristika, Präferenzen und Interessen der Inhaber politischer Macht gestalten politische Ämter und Agenden. Diese Arbeit will daher einen Beitrag zur Analyse der Auswahl politischen Führungspersonals liefern. Hierzu werden Muster im Ernennungsprozess des Kommissionspräsidenten identifiziert und in den jeweiligen politischen Kontext gesetzt.
