Zusammenfassung

Solidarität ist ein unscharfes Konzept, obwohl es ein historischer Kernbegriff der EU ist. Aline Bartenstein trägt mit Ihrem Buch zur Klärung und Analyse des Begriffs der Solidarität zwischen den EU-Mitgliedstaaten bei. Im theoretischen Teil entwickelt sie ein neues Konzept zur Untersuchung von Solidarität, das über eine rein politische Appellfunktion hinausreicht und in der Lage ist, die Dynamik der rechtlichen Normierung von Solidarität zu erfassen. Im empirischen Teil wendet die Autorin das Konzept auf die Integrationsprozesse im Erdgassektor zwischen 2002 und 2019 an. Ihre Analyse zeigt, dass ein institutionalisiertes Handlungsprinzip der Solidarität in der EU in der Entstehung begriffen ist.
