Zusammenfassung

Diese Studie zeigt anhand empirischer Überprüfung die hohe Relevanz von Elitenkompatiblität als eine conditio sine qua non für die Effektivität von Projekten der Entwicklungszusammenarbeit (EZ). Elitenkompatiblität ist ein Ansatz, welcher aus dem aktuellen Institutionen-Diskurs in der Entwicklungsforschung abgeleitet ist: Er bezeichnet die Anreizkompatiblität eines EZ-Projektdesigns mit den Interessen der Eliten im Empfängerland. Während Eliten in der EZ-Debatte weitestgehend vernachlässigt wurden, spielen diese eine Schlüsselrolle für die Wirksamkeits-Problematik, sowohl in der theoretischen Betrachtung wie auch der EZ-Praxis. Der Ansatz der Elitenkompatiblität nimmt diesen Aspekt auf und liefert ein aufschlussreiches Kriterium für das Projektdesign.
