Zusammenfassung
Die Studie untersucht die Verschränkung normativer und strategischer Aspekte in der Europäischen Nachbarschaftspolitik. Es zeigt sich, dass die Art und Weise, wie die Europäische Union in vier Nachbarstaaten – Marokko, Moldawien, Tunesien und Ukraine – Rechtstaatlichkeit fördert, nur durch das Zusammenspiel institutioneller, ideeller und struktureller Faktoren erklärt werden kann. In der Studie werden Konzepte, die üblicherweise nur abstrakt diskutiert werden, empirisch angewendet. Der thematische Schwerpunkt liegt auf der EU-Rechtstaatlichkeitsförderung in den Bereichen Terrorismusbekämpfung, Drogenbekämpfung, Korruptionsbekämpfung und Justizreformen. Die vier Fallstudien belegen, dass der institutionelle Aufbau der EU – entgegen gängiger Prämissen – nicht ausreicht, um die Rolle der EU als normative Macht in der Nachbarschaftspolitik zu erklären. Vielmehr müssen innenpolitische Faktoren in den Partnerstaaten und strukturelle Faktoren in künftigen Untersuchungen stärker gewichtet werden. Die Studie schließt, dass in der Europäischen Nachbarschaftspolitik normative und strategische Ziele und Instrumente eng miteinander verzahnt sind.
