Summary

Why are some political parties or MPs seen as the 'black sheep' of Parliament, and how do discourse coalitions develop beyond government lines? In a timely analysis of the German federal climate protection law, the author addresses these questions. She demonstrates how alliances between parties are formed, stabilised and transformed, and the impact they have on parliamentary debates. The study demonstrates that political cooperation is not solely dependent on formal coalitions, but can also be observed in language, exclusion and recurring narratives.
