Summary

This volume analyses Hans-Dietrich Genscher's European policy on the basis of extensive archival research. It provides far-reaching insights into Genscher's foreign policy, which, according to the thesis of the book, was based on his own liberal-federal concept for a peace order in Europe. From the Stuttgart Declaration to the Single European Act and the Maastricht Treaty, the key political decisions leading up to the founding of the European Union are traced. Moreover, the German European policy is examined, focusing on the cooperation between Kohl and Genscher and the position of the Foreign Office within the complex network of German institutions.
