Summary

Das Auftreten von Interdependenzen zwischen Verkehrsinfrastrukturmaßnahmen stellt sowohl Bewertung und Priorisierung von Projekten, als auch die Bestimmung einer optimalen Projektkonfiguration vor eine Herausforderung. An Beispielen wie des Rostocker Warnowtunnels oder der Autobahn M1 in Ungarn hat sich eindrucksvoll gezeigt, wie wichtig es ist, Verkehrsprojekte nicht einzeln, sondern im Zusammenhang mit anderen für das Projekt relevanten Maßnahmen zu bewerten.

Der Autor entwickelt einen Ansatz, um Interdependenzen zwischen Projekten eines Investitionspakets zu identifizieren, zu messen und zu erklären. Dazu wird das Auftreten von Interdependenzen auf drei Ebenen untersucht, wobei auf der dritten Ebene die Projekte mit Hilfe multivariater Analyseverfahren gruppiert werden. Die entwickelte Methodik wird auf die im Jahr 2004 verabschiedeten prioritären Verkehrsprojekte der Europäischen Union angewandt. Der Autor beschäftigt sich seit mehreren Jahren mit europäischer Verkehrsplanung und der Bewertung von Verkehrsinfrastrukturmaßnahmen. Die Publikation richtet sich sowohl an Verkehrsplaner und Verkehrsökonomen, als auch an Entscheidungsträger im Bereich Verkehrsinfrastrukturplanung.

Die herausragende Arbeit wurde mit dem Europäischen Friedrich List Preis 2007 ausgezeichnet.
