Summary

The study on the financing system of the Statutory Health Insurance (SHI) examines the extent and distribution of the burden as well as an appropriate reform model. First, the current situation will be analysed from an interdisciplinary economic and legal perspective in order to answer the following questions, among others: Are the structural principles valid? What are the burdens of regulations that affect expenditure? What are the burden ratios, calculated using econometric methods, in the SHI and the Private health insurance? Does the distribution of burdens among SHI contributors meet the requirements of sustainable financing and legal aspects? Based on the results of the study, a proposal for a sustainable and legally compliant reform model will be presented.
