Summary

Scientific policy advice is characterised by a vast number of expert committees, research institutions and consulting firms, which can be institutionally embedded to varying degrees. A distinction is made between internal advice within the political administrative system and external, non-state advice. This thesis examines whether institutional context in terms of the internal–external dichotomy has consequences for scientific advisory actors by using the 2020 German Skilled Immigration Act to observe if political proximity influences addressees, objectives and financing in this context. With the help of extensive individual research and expert interviews, a total of 34 consulting organisations are compared with each other.
