Summary

Digital transformation is accelerating around the world and has already penetrated every aspect of citizens' lives. What are the implications for the legislative and administrative powers of federal states or regions? One of the most pressing questions is whether there is an inevitable centralisation of powers in states with federal or regional structures. Can the autonomous decision-making powers of the constituent states be maintained, or does a centralisation of powers inevitably take place? In addition to a general legal classification of digital change and its challenges, case studies from Italy (Autonomous Province of Trento, Autonomous Province of South Tyrol), Austria (Tyrol), Germany and Estonia present interesting tools and methods for preserving, adapting and extending autonomy in the context of the global digitalisation process.With contributions byElia Aureli | Peter Bußjäger | Cristina Frankel-Haeberle | Esther Happacher | Matthias C.
