Zusammenfassung

Politische Akteure können sowohl als Individuum als auch als Organisationen lernen. Wie sie lernen und welche Verbindung zwischen individuellem und organisationalem Lernen besteht, bleibt in der Forschung unterbeleuchtet.

Diesem Problem widmet sich das Buch mit einem besonderen Augenmerk auf internationale Organisationen und der Frage nach der Transformation individuellen in organisationales Lernen. Als Schlüsselvariable werden die Merkmale der Organisationsstruktur der internationalen Organisationen konzeptualisiert. Anhand einer vergleichenden Analyse der Aktivitäten der EU im Bereich der Polizeireformen in Mazedonien und Bosnien-Herzegowina im Zeitraum von 2003 bis 2012 wird gezeigt, dass besonders zwei Strukturbereiche, nämlich Entscheidungs- und Kommunikationsstruktur, für Lernprozesse bedeutend sind und besonders die Inkongruenz zwischen den Strukturbereichen ausschlaggebend für Lernen oder nicht Lernen ist.

Das Buch eröffnet damit einen neuen Zugang zu der Frage, was organisationales Um- und Neudenken in internationalen Organisationen verhindert bzw. fördert.
