UN-Friedensmissionen und externe Demokratieförderung

Zusammenfassung

Nach den gescheiterten Friedensmissionen der frühen 1990er-Jahre leiteten die United Nations (UN) einen Strategiewandel ein. Der Schutz der Zivilbevölkerung sollte fortan auch durch ein robusteres Eingreifen ermöglicht werden. Dieser Wandel sollte jedoch keine Abkehr von der externen Demokratieförderung als übergeordnete politische Strategie bedeuten. Der erste Teil des Buches zeigt, dass politisch-operative Leitlinien der UN vielmehr einen neuen Ansatz der Demokratieförderung suggerieren, der ein Abrücken von Wahlen als Schlüsselereignis bedeutet. Die Analyse der Friedensmission in Côte d’Ivoire im zweiten Teil offenbart jedoch eine Divergenz von Anspruch und Wirklichkeit: Von der Konzentration auf Wahlen wurde de facto nicht abgerückt.
