Zusammenfassung

Ausgehend von der negativen Bilanz Internationaler Organisationen bei der Stabilisierung zerfallener Staaten untersucht das Werk die Fähigkeit Internationaler Missionen, präventiv in sogenannten schwachen Staaten tätig zu werden. Hierzu werden die Feldmissionen der OSZE in Kirgisistan und Tadschikistan in den Fokus genommen, die ca. 20 Jahre lang zur Stabilisierung beider Länder beitragen sollten. Mithilfe einer stark ausgebauten Version von Schneckeners Modell fragiler Staatlichkeit erfolgt eine Analyse der Maßnahmen der OSZE zur Förderung der Staatsfunktionen Sicherheit, Wohlfahrt und Legitimität/Rechtsstaatlichkeit. Ein besonderer Fokus der Auswertung liegt dabei auf dem Dilemma der OSZE, effektiv zu arbeiten ohne dabei die nationale Souveränität zu verletzen – was wiederum besonders im Hinblick auf Korruptionsbekämpfung de facto unmöglich ist. Abschließend werden drei Strategien diskutiert, wie mit diesem Dilemma umgegangen werden kann.
