Zusammenfassung
Ungeachtet vieler rechtlicher und sozialpolitischer Versprechen bleibt die Bekämpfung der Armut ein unerreichtes Ziel. Wieso ist das so? Die Frage berührt die Grundlagen der Sozialstaatlichkeit. Dieser Band geht der Frage durch die Analyse von Systemen zur Sicherung eines Mindesteinkommens in 16 Ländern nach, ausgerichtet an drei Dimensionen: erstens den normativen Hintergründen und rechtlichen Verpflichtungen von Staaten, ein Existenzminimum zu gewährleisten; zweitens dem Zusammenspiel verschiedener Leistungssystems bei der Erreichung dieses Ziels und den damit verbundenen Herausforderungen für einen wirksamen Schutz; drittens der Ausgestaltung, Angemessenheit und Implementierung spezieller Mindestsicherungssysteme.
