Zusammenfassung

Ursprungsregeln in Freihandelsabkommen werden kontrovers diskutiert, sind aber in der Wissenschaft weitgehend unerforscht. In der Theorie sind Ursprungsregeln notwendig, um Zollbetrug zu verhindern. In der Praxis sind Ursprungsregeln jedoch zu einem Handelshindernis gewachsen, das durch tausende komplexe Regeln hohe Kosten erzeugen und Wertschöpfungsketten stören kann. Die Autorin füllt diese Forschungslücke und zeigt auf, warum Ursprungsregeln als handelspolitische Instrumente erforscht werden sollten. Daten und Analysen zur Gestaltung, Verhandlung und Auswirkung von Ursprungsregeln am Beispiel von Freihandelsabkommen zwischen Industrie- und Entwicklungsländern liefern Reformansätze für die Praxis und neue Ansätze für die Wissenschaft.
