Zusammenfassung

Die vergleichende Fallstudie der beiden Regionen Ústecký und Královéhradecký kraj befasst sich mit der Frage, was die im Jahr 2000 eingeführte regionale Politikebene für die tschechische Zivilgesellschaft bedeutet. Auf der Basis von Experteninterviews analysiert die Autorin anhand der Tourismus- und der Sozialpolitik, in welcher Weise die Regionen von der organisierten Zivilgesellschaft angenommen werden und wie sich regionales Regieren gestaltet. Die Studie gibt so neue Einblicke in die bisher in der Forschung vernachlässigte gesellschaftliche Realität und Relevanz von Regionalisierung.

Der Vergleich zeigt, dass zivilgesellschaftliche Mobilisierung stärker durch die unterschiedlichen Politikfelder und das Akteurshandeln als von der divergierenden sozioökonomischen Ausgangslage der Untersuchungsregionen bestimmt wird. Entgegen der geläufigen These bringen die regional verwalteten EU-Strukturfonds nicht den erwarteten Partizipations- und Gründungsschub für die Zivilgesellschaft.
