Welche Relevanz die Beziehung zwischen öffentlicher Verwaltung, den Bürgern und organisierter Zivilgesellschaft (in Form von Vereinen und Verbänden) im Politikprozess hat, wird besonders auf lokaler Ebene deutlich. Die lokalen Politikgestalter gelten als Wegbereiter für gesellschaftlichen Wandel, Verwaltungsreformen werden hier zuerst implementiert. Es ist die lokale Ebene, die regelmäßig und konsequent soziale und demokratische Innovationen einfordert. Der Sammelband zielt darauf ab, von einer transnationalen Perspektive die unterschiedlichen nationalen Muster dieser besonderen Akteursbeziehung zu reflektieren und aktuelle lokale Debatten, lokale Muster der Kooperation und Politikansätze (Verfahren, Strategien) zu analysieren.
Das Buch gliedert sich in zwei Hauptteile: Der erste Teil umfasst die theoretische Konzeption der Beziehung zwischen öffentlicher Verwaltung, Zivilgesellschaft und lokaler Demokratie. Zudem wird der Innovationsbegriff, der diesem Sammelband zugrunde liegt, eingeführt. Methodologische Überlegungen zur Messbarkeit von Innovationen bzw. Innovationsfähigkeit im Kontext öffentlicher Verwaltung bildet die Brücke zum empirischen Teil des Buches. Der zweite Teil stellt Innovationen in lokalen Politikfeldern vor, darunter Stadtplanung, Wohnungsmarkt, Kinderbetreuung.
