Summary

Komplexe VN-Friedensoperationen sollen Krisengebiete stabilisieren und wieder aufbauen. Doch Erfolge sind eher Ausnahme als Regel. Die Studie entwickelt einen alternativen Erklärungsansatz für die Performanz solcher Missionen. Dafür greift die Autorin auf Konzepte aus der Organisationstheorie zurück.

Die Studie geht von der Annahme aus, dass komplexe VN-Missionen von vorneherein schlechte Aussichten haben, ihre Aufgaben zu erfüllen: Sie müssen vor Ort unter widrigsten Umständen agieren und sind weder politisch noch ressourciell angemessen ausgestattet. Unter diesen Bedingungen entwickeln Missionen nahezu zwangsläufig so genannte organisationale Pathologien. Je virulenter solches Fehlverhalten wird, desto wahrscheinlicher wird ein Scheitern der Mission. Erfolg hängt dann entscheidend davon ab, wie gut die Pathologien bewältigt werden. Die Studie trägt solche „Coping“-Strategien zusammen, systematisiert sie und analysiert die zentrale Rolle der Missionsführung. Der empirische Teil der Untersuchung besteht aus Fallstudien zu den Missionen in Ostslawonien/Kroatien und Ost-Timor und gibt detaillierte Einblicke in die Realität der Einsätze.
