Summary

Welche Faktoren und Akteure bestimmen in Deutschland und Südafrika den Zugang von Migranten zu legalem Aufenthalt? Und was bedeutet aufenthaltsrechtliche Illegalität für die Zugänglichkeit öffentlicher Gesundheitsversorgung in den beiden Ländern? Staatliche Souveränität zeigt sich nicht nur im Erlassen von Gesetzen und den darin definierten Rechten von Migranten, sondern ist vor allem auch abhängig von Politikimplementierungsprozessen. Das vorliegende Buch erweitert den bisherigen regionalen Fokus der Migrationsforschung und rückt Südafrika in den Mittelpunkt des Interesses. Der Vergleich zeigt deutlich die Faktoren auf, die maßgeblich die Übereinstimmung von Gesetzen und Policies mit Implementierungsprozessen und letztendlich deren Ergebnisse beeinflussen. Als Beispiele seien die Beschaffenheit gesetzlicher Vorgaben, vorhandene Ressourcen, kommunalpolitisches Engagement und Kooperationsnetzwerke staatlicher und nicht-staatlicher Akteure genannt.
