Summary

Zum Auftakt des OSZE-Jahrbuchs 2011 wirft Marc Perrin de Brichambaut einen Blick zurück auf seine sechsjährige Tätigkeit als OSZE-Generalsekretär; es folgen eine Bewertung des kasachischen OSZE-Vorsitzes im Jahr 2010 sowie eine Bilanz des Korfu-Prozesses.

Der Themenschwerpunkt ist in diesem Jahr einer der erfolgreichsten Einrichtungen der OSZE gewidmet: dem Büro für demokratische Institutionen und Menschenrechte (BDIMR), das 2011 sein 20-jähriges Bestehen feiert. Über 20 Autoren beschreiben die Aufgaben und Tätigkeiten des BDIMR und befassen sich mit dem Schutz der Menschenrechte, Gleichstellungsfragen, der Lage der Sinti und Roma, Wahlbeobachtung oder fragen nach der Unabhängigkeit der Gerichte in Zentralasien und im Kaukasus.

Das Engagement der USA in der OSZE-Region, Menschenrechte in Tadschikistan und die innenpolitische Entwicklung in Belarus stehen im Mittelpunkt der Länderanalysen. Die Bemühungen um Konfliktverhütung und Friedensaufbau werden anhand der Arbeit der OSZE-Missionen im Kosovo, in Moldau und in Armenien dargestellt; ein weiterer Beitrag geht der Frage nach, ob mit einem Wiederaufflammen des Krieges um Berg-Karabach gerechnet werden muss.

Andere aktuelle Themen sind die Auswirkungen des „Arabischen Frühlings“ auf die Zusammenarbeit der OSZE mit ihren Partnerländern im Mittelmeerraum, die japanische Außenpolitik gegenüber Zentralasien sowie die Weiterentwicklung vertrauensbildender Maßnahmen.

Das Jahrbuch enthält einen umfangreichen Anhang mit Daten und Fakten zu den 56 OSZE-Teilnehmerstaaten und einer aktuellen Literaturauswahl.
