Summary

Das OSZE-Jahrbuch 2012 enthält eine Fülle von Beiträgen namhafter Experten und Praktiker zur Arbeit der größten Sicherheitsorganisation Europas. Diesjähriger Themenschwerpunkt ist ein Rückblick auf die 20-jährige Tätigkeit des Hohen Kommissars der OSZE für nationale Minderheiten (HKNM). Die Autoren schildern die Arbeit des HKNM in verschiedenen Ländern und Regionen, darunter in der Ukraine, in Zentralasien und in den baltischen Staaten, und stellen seine wichtigsten Instrumente zur Verhütung und Lösung von Minderheitenkonflikten wie z.B. stille Diplomatie oder „Allgemeine Empfehlungen“ zu vielfältigen Problembereichen in multiethnischen Gesellschaften vor.

Im Mittelpunkt der Länderanalysen stehen politische Entwicklungen u.a. in Russland, Ungarn und Kirgisistan sowie rechtsextremistische Gewalt in Deutschland. Andere Beiträge widmen sich dem Tschetschenienkonflikt, dem Verhaltenskodex zu politisch-militärischen Aspekten der Sicherheit und der Bedeutung des Arabischen Frühlings für die OSZE. Der litauische OSZE-Vorsitz des Jahres 2011 wird einer eingehenden Bewertung unterzogen.

Weitere aktuelle Themen sind die euro-atlantischen Sicherheitsinitiativen IDEAS und EASI, die Frage, ob die OSZE sich bereits auf dem Weg zu einer „Sicherheitsgemeinschaft“ befindet, sowie der Stand der Zusammenarbeit mit anderen internationalen Organisationen.

Das Jahrbuch enthält einen umfassenden Anhang mit Daten und Fakten zu den OSZE-Teilnehmerstaaten sowie eine aktuelle Literaturauswahl.

Das Jahrbuch erscheint in englischer und deutscher Sprache.
