Zusammenfassung

Felix Francke untersucht das kontrovers diskutierte Thema Netzneutralität von den technischen Grundlagen bis zur Messung von Eingriffen und entwickelt so ein abgestuftes Baukastensystem zur trennscharfen Absicherung des offenen Internets. Seine dabei vorgenommene Ausdifferenzierung in konkrete Maßnahmen vermeidet normative Vorpositionierungen des bisherigen Diskurses und legt die Grundlage für einen methodisch innovativen Vergleich unterschiedlicher Regulierungsansätze in Europa. Seine tiefe Analyse bietet dadurch zugleich eine kompetente Einführung für Politikwissenschaftler in die Funktionsweisen des Internets. Felix Francke forscht an den Schnittstellen von Internet und Gesellschaft und erarbeitet für die Stiftung Zukunft Berlin Potenziale der Digitalisierung im Bereich bürgerschaftlicher Mitverantwortung.
