Zusammenfassung

Diese Studie analysiert das Potenzial der EU als strategisch autonomer Akteur der maritimen Sicherheit im Mittelmeer. Vor dem Hintergrund des sich verändernden außenwirtschaftlichen Sicherheitsumfelds in Europa hat die EU ihre Ambitionen bekundet, ihre Rolle als globaler Akteur im Bereich der Sicherheit zu stärken. Dementsprechend wird eine vergleichende Analyse des strategischen Ansatzes der EU für die Sicherheit und Verteidigung im Seeverkehr einerseits und ihres praktischen Verhaltens im Falle der Operation Sophia andererseits durchgeführt. Die Analyse des Grades der strategischen Autonomie der EU im Hinblick auf ihre beabsichtigte und tatsächliche Handlungsfähigkeit ermöglicht nicht nur ein besseres Verständnis der Ambitionen der EU, sondern zeigt auch die Mängel, mit denen die Union vor Ort konfrontiert ist, was die Ausschöpfung ihres Potenzials im sensiblen Bereich der GSVP beeinträchtigen kann.
