Zusammenfassung

Nicht nur mit fragilen Staaten weltweit, sondern insbesondere in ihnen begegnen uns neue Einheiten, deren Eigenschaften klassischen Definitionen von Staatlichkeit nahekommen. So stand zur Zeit der größten territorialen Ausdehnung des selbst ernannten ‚Islamischen Staats’ die Frage auf der Tagesordnung, ob dieser auch im westlichen Diskurs, in der Wissenschaft wie in der Öffentlichkeit, als Staat bezeichnet werden darf. 1991 erklärte Somaliland die Unabhängigkeit vom Gesamtstaat Somalia und stellte Frieden und Sicherheit wieder her. Es wurden bereits mehrfach demokratische Wahlen friedlich abgehalten und die Regierung unterhält Beziehungen nach außen. Doch fällt die Republik Somaliland unter das Label ‚Staat‘?

Angesichts der Dilemmata, die mit dem Staatsbegriff entstehen, versucht Maximilian Schranner in dieser Arbeit, eine wertneu­trale Bezeichnung für Entitäten an der Grenze zur Staatlichkeit zu finden und deren internationale Wirkung über fragile Staaten hinaus zu bestimmen. Hierzu wird eine Synthese aus den aus­führlich besprochenen Konzepten der fragilen Staatlichkeit und des Neorealismus der Internationalen Beziehungen gezogen.

Der Autor belegt anhand der Fallstudien Somaliland und Isla­mischer Staat, dass die Kategorie Unit in diesem Bezug nutzbar und somit die angestellte Synthese in der Lage ist, blinde Flecken beider Theoreme auszugleichen. Zur Beantwortung der Fragen wurde ein methodisch klarer Analyserahmen entwickelt, der sich zur Verwendung in weiterer Forschung anbietet.
