Zusammenfassung

Können losbasierte Bürger*innenräte dazu beitragen, globale Entscheidungsprozesse zu demokratisieren? Vor dem Hintergrund sich zuspitzender ökologischer Krisen und Rufen nach mehr Mitbestimmung stellt sich diese Frage vor allem mit Blick auf die globale Klimapolitik.

Julian Frinken argumentiert, dass die Einführung eines deliberativen Bürger*innenrats globale Klimapolitik grundsätzlich demokratischer und effektiver gestalten kann. Dabei kommt es jedoch wesentlich auf die Rolle an, die diesem im weiteren deliberativen System zugewiesen wird. Die demokratietheoretische Analyse formuliert einige normative Ansprüche an ein solches Reformprojekt, zeigt aber auch mögliche Hürden seiner Implementierung auf.
