Zusammenfassung

Die Autorin widmet sich der demokratischen Legitimität in Mehr-Ebenen-Systemen. Dabei orientiert sie sich nicht – wie üblich – an institutionellen Mechanismen zur demokratischen Kontrolle politischer Entscheidungsprozesse, sondern an der medienöffentlichen Kommunikation darüber. Das Argument lautet, dass sich die demokratische Legitimität von Entscheidungsträgern aus ihrer Rechenschaftspflicht gegenüber einer mit Sanktionsmöglichkeiten ausgestatteten Öffentlichkeit ableitet. Medien stellen diese Öffentlichkeit her, indem sie die Entscheidungsträger in ihren Rollen öffentlich sichtbar machen.

Die Inhaltsanalyse ausgewählter Zeitungen aus verschiedenen europäischen Metropolregionen zeigt, dass Medien trotz komplexer Governance-Strukturen klären können, wer in politischen Entscheidungsprozessen verantwortlich ist. Dieser Ansatz ist nicht nur innovativ, weil er das Legitimitätskonzept um eine kommunikative Dimension erweitert, sondern auch, weil er sich auf Metropolregionen konzentriert.
