Zusammenfassung

Die Arbeit beleuchtet die Frage, was es theoretisch und methodisch bedeuten kann, das Postulat „History Matters!“ in der Analyse der Administrativen Devolution in Schottland umzusetzen. Dazu wurde ein dynamischer, historisch-institutionalistischer Erklärungsansatz gewählt, der das Konzept der Pfadabhängigkeit mit der Theorie graduellen Wandels verbindet. Geschichte wurde dabei als Historizität und Prozessualität verstanden.

Bei der Administrativen Devolution handelt es sich um die politische Ordnung, mit der Schottland von 1885 bis 1999 in den britischen Gesamtstaat integriert war. Mit der Schaffung eines schottischen Parlamentes fand dieses institutionelle Arrangement sein Ende. Die Arbeit untersucht, wie diese politische Ordnung entstand und sich in diesen stark hundert Jahren entwickelte. Sie wirft dabei auch ein Licht auf politische Prozesse seit dem Unionsvertrag 1707 sowie auf die weiteren Entwicklungen, die zum Unabhängigkeitsreferendum im September 2014 führten.
