Zusammenfassung

Die Arbeit konzentriert auch auf die rechtlichen Aspekte und die Ausgestaltung der EU-Beziehungen zu den Nachbarstaaten vor und nach dem Vertrag von Lissabon.

Spätestens im Rahmen der letzten Erweiterungen und nach dem „Arabischen Frühling“ sind Sicherheit, Stabilität und Wohlstand der Nachbarstaaten auch für die Sicherheit und den Wohlstand der EU von zentraler Bedeutung.

Die zentrale Fragestellung ist, inwiefern die im Vertrag von Lissabon auf die neue primärrechtliche Rechtsgrundlage gestellte ENP die externe Europäisierung der Nachbarstaaten stärken und das diplomatische Handeln und die internationalen Aktivitäten der Union in ihrer Nachbarschaft prägen kann.

Die Autorin zeigt, dass die neue europäische Nachbarschaftspolitik nur durch Annäherung und Rechtsübertragung zum effektiven Mittel für eine dynamische politische Kooperation und Stabilität führen kann, zu der ebenfalls Marktzugänge und eine funktionierende gemeinsame Sicherheitspolitik gehört und die letztlich zu einer aktiven Integration der Nachbarstaaten führen kann.
