Auch wenn die Zivilgesellschaft definitiv kein Patentrezept für alle Herausforderungen des modernen Staates ist, so zeigt doch die Vergangenheit, dass zivilgesellschaftliche Entwicklungen die Entstehung von Governance entscheidend beeinflussen. Die Autoren offenbaren durch eine Analyse theoretischer und empirischer Befunde, was eine Zivilgesellschaft erreichen kann und was nicht.
