Zusammenfassung
‚Disability may increase the risk of poverty; poverty may increase the risk of disability’. Die Durchbrechung dieses Kreislaufes stellt für die Staatengemeinschaft eine große Herausforderung dar, insbesondere jedoch für die Länder des globalen Südens. Als jüngstes Menschenrechtsabkommen der Vereinten Nationen konkretisiert die VN Behindertenrechtskonvention auch das Recht auf soziale Sicherung. Diese Studie beschäftigt sich mit der Frage, inwieweit sich aus den konkreten Umsetzungspflichten ein menschenrechtsbasierter Ansatz ableiten lässt, der durch Bedarfsorientierung und Barrierefreiheit geprägt ist. Des Weiteren wird ein Blick auf die Implementierungsbemühungen in Subsahara-Afrika geworfen. Hierbei wird aufgezeigt, wie es in den Beispielländern Uganda und Ghana teilweise gelungen ist, innovative Konzepte zu entwickeln, die die Realitäten des Lebens von Menschen mit Behinderungen vor Ort abbilden und gleichzeitig die Umsetzung völkerrechtlicher Pflichten ermöglichen.
