Zusammenfassung

Bildungspolitische Maßnahmen mit außenpolitischen Zielen, die von der EU, also nicht von Nationalstaaten, ausgehen, blieben bislang wissenschaftlich kaum berücksichtigt, obwohl deren Anzahl und finanzieller Rahmen stetig wächst. Diese Maßnahmen, wie auch solche aus anderen Bereichen, sind Bestandteil eines jeden EU-Handelsabkommens und dienen dem Zweck, Einfluss auf Drittstaaten auszuüben. Die dem Bildungssektor inhärente Dynamik unterscheidet sich jedoch grundlegend von der in anderen Bereichen. Die Mechanismen des einseitigen Normentransfers aushebelnd, ermöglicht solch Kooperation, entgegen ihres ursprünglichen Zwecks der Ausweitung des Einflussraumes der EU, langfristig die Schaffung transnationaler Räume.
