Bei den „Leugnern des Völkerrechts“ handelt sich um Juristen, Philosophen und Staatswissenschaftlern, die an der rechtlichen Verbindlichkeit des Völkerrechts zweifeln. Sie werden von der Mehrheit der Völkerrechtsgelehrten im 19. Jahrhundert kritisiert, als „Leugner“ bezeichnet und damit zunehmend diffamiert.
