Summary

Am Beispiel Chinas analysiert die Autorin den Einfluss von Interessensgruppen, aber auch von Entscheidungsstrukturen auf nationaler und europäischer Ebene auf die europäische Handels- und Sicherheitspolitik. China ist die aufstrebende Weltmacht des 21. Jahrhunderts und fordert die Europäer auf allen Ebenen - wirtschaftlich, politisch, gesellschaftlich und ideologisch - heraus. Wie positioniert sich die Europäische Union gegenüber dieser Herausforderung? Wer entscheidet, wie europäische Außen- und Sicherheitspolitik aussieht? Wie kommen Entscheidungen zustande und welche Rolle spielen Wirtschaftsinteressen, die Medien als auch die Vereinigten Staaten hierbei? Der Analyse der Entscheidungsprozesse liegt ein auf „rational choice“ basierendes Mehrebenenmodell zu Grunde.

Die Autorin untersucht zu diesem Zweck u.a. die Entscheidungen zum Waffenembargo und dem Textilstreit aus den Jahren 2003-2005. Die Untersuchung schließt mit konkreten Handlungsempfehlungen für eine durchsetzungsfähige und weitsichtige Chinapolitik der Europäischen Union.

Das Buch ermöglicht sowohl Wissenschaftlern als auch Entscheidungsträgern aus Politik und Wirtschaft einen umfassenden Einblick in die Einflussmöglichkeiten hinsichtlich der Außen- und Sicher-heitspolitik der Europäischen Union – insbesondere gegenüber der aufstrebenden Volksrepublik China.
