Die Nachbarn Afghanistans müssen in den Aufbau des Landes eingebunden werden – und der Westen weiß nicht, wie. Iran, China, Tadschikistan, aber auch Russland und Indien haben vielfältige Interessen in dem Krisenland. Sie positionieren sich für die Zeit nach dem Ende der westlichen Präsenz. Grenzübergreifende Herausforderungen wie das Drogenproblem oder der Islamismus, aber auch der Ressourcenreichtum des Landes verknüpfen das Schicksal Afghanistans mit dem seiner Nachbarstaaten. Vor allem Pakistan – Rückzugsgebiet der Taliban – ist gleichzeitig Partner Afghanistans und Ursache seiner Probleme. Der regionale Ansatz ist ein wesentliches Element jeder Zukunftsvision für den Hindukusch. Die USA und die ISAF-Verbündeten haben aber keine einheitliche Strategie, wie sie die unterschiedlichen Nachbarn als verantwortliche Partner gewinnen sollen, obwohl der Abzug schon beschlossen ist.
Autoren aus Europa, den USA und Zentralasien greifen diese Frage im vorliegenden Band auf und diskutieren über Drogen, Sicherheit und Entwicklung in Afghanistan. Beachtung findet die Rolle der NATO und EU beim Aufbau regionaler Partnerschaften. Die Autoren präsentierten ihre Beiträge in DGAP-Workshops in Berlin, Washington und Brüssel – mit Unterstützung des German Marshall Fund of the U.S.
