In 2005, the Berlin Senate launched an exciting experiment: How can public administrations and state enterprises open up and recruit more migrants as employees? The senate intended to take responsibility on its own behalf, since it had only employed a small number of staff from immigrant communities until then. The central questions were: What should and could be changed in recruitment procedures and vocational trainings? And how can they become attractive as employers for migrants? Andreas Germershausen and Wilfried Kruse review more than a decade of Berlin's participation policy and show what intercultural opening and diversity orientation in vocational training entails in concrete terms.
