Summary

Akademische Forschung über den Schutz von nationalen Minderheiten beginnt und endet häufig mit einer ländervergleichenden Analyse des rechtlichen Rahmens. Sehr oft ist es jedoch die Umsetzung der gesetzlichen Regelungen durch Verwaltungsbehörden und Gerichte, die sich als sehr problematisch erweist.

Dieses Buch konzentriert sich auf die Diskrepanz zwischen geschriebenem Recht und der praktischen Umsetzung. Untersucht wird der Schutz von Minderheiten in sechs mittel- und südosteuropäischen Ländern aus vergleichender Perspektive.
