Summary
Die Autoren des Bandes zeichnen den schwierigen Weg von einem Transformationsstaat, mit der sowjetischen Vergangenheit, zum Rechtsstaat, mit demokratischer Verfassung und stärkerem Parlament, nach.
Die Verfassungsreform in Georgien wurde begleitet von kritischen Aktionen seitens der Opposition, ein Gegenentwurf der zivilrechtlichen Verfassungskommission wurde ausgearbeitet. Die deutsche sowie internationale Rechtsreformberatung beinhaltete neben Konsultationen der staatlichen Institutionen offene und kontroverse Diskussionen über die Entwicklung des Verfassungsrechts mit Teilnahme der Oppositionsvertreter.
Das Buch beinhaltet einen historischen Beitrag zum spannenden Verlauf der Verfassungsreform in Georgien sowie die begleitenden Rechtskommentare eines deutschen und eines US-amerikanischen Rechtsexperten. Auch wird ein Einblick in den deutschen Beitrag bei den Rechtsreformen im Südkaukasus im Verlauf der letzten Jahrzehnte gewährt.
