Summary
Die Europäische Union und ihre Mitgliedstaaten haben ein komplexes Netz an verschiedenen Politiken gegenüber den Ländern und Regionen in der unmittelbaren und erweiterten Nachbarschaft der EU entwickelt. Gerade im Zuge der Transformationsprozesse in der arabischen Welt werden diese zunehmend auf den Prüfstand gestellt. Eine Neubewertung und Anpassung der „europäischen Nachbarschaftspolitiken“ setzt indes ein umfassendes Verständnis von deren Entstehung, Umsetzung und Wirksamkeit voraus.
Vor diesem Hintergrund unternimmt dieser Band eine multiperspektivische Analyse der europäischen Politik gegenüber Nordafrika, dem Nahen Osten und der Golfregion sowie gegenüber dem Balkan, Russland, der Schwarzmeerregion, dem Südkaukasus und Zentralasien.
Ein Schwerpunkt wird dabei auf die an der Politikformulierung beteiligten Akteure sowie auf deren oftmals divergierende Perzeptionen der Nachbarregionen gelegt. Der Band untersucht außerdem Interaktionsprozesse wie Europäisierung, die zwischen den Mitgliedstaaten, EU-Institutionen und den Zielregionen wirken. Des Weiteren werden theoretische und methodische Ansätze diskutiert und weiterentwickelt, mit denen der fragmentierte und zugleich verwobene Charakter der „Nachbarschaftspolitiken“ erfasst werden kann.
