Das Buch geht am Beispiel der boomenden Containerhäfen Hamburg und Bremen der Frage nach, ob und wie Umweltqualität unter Bedingungen der Globalisierung geschützt werden kann.
Um eine führende Position im europäischen Hafen- und Logistiksystem zu erringen, versuchen beide Regionen, sich an veränderte wirtschaftliche Bedingungen anzupassen und das Wachstum ihrer Infrastrukturen sicherzustellen. Das Buch legt den Schwerpunkt auf Konflikte mit Umweltakteuren. Untersucht werden politische Prozesse auf verschiedenen Ebenen und in verschiedenen Arenen, die die Beziehungen zwischen Hafenpolitik und Umweltpolitik bestimmen. Hieraus werden Aussagen über die Wirkung europäischer, nationaler und regionaler Umweltregularien und über ihr Zusammenwirken im EU-Mehrebenensystem abgeleitet. Die Studie belegt, dass die Kapazität der bestehenden Institutionen zur Bewahrung wichtiger Umweltgüter den Herausforderungen einer wirtschaftlichen wie ökologischen Transformation nicht gewachsen ist.
Der Autor, Professor für Politikmanagement an der Hochschule Bremen, verbindet in dieser Arbeit Fragen zur Regionalentwicklung mit der Umweltpolitikforschung und der Debatte um Multi-Level-Governance.
